It is instructive to review the two documents together. Humanitarian Aid tends towards a shorter term view and can be more challenging to budget for, given the unexpected nature and impact of most natural disasters. Development spending tends to have a longer time horizon in mind. However, the two forms of aid are not mutually exclusive. The Development budget is typically substantially larger.
