European Union Consensus on Humanitarian Aid 2007

Further to the other ‘Resources’ document detailing the EU Consensus on Development, the above linked report covers the consensus reached on Humanitarian Aid. It is instructive to review the two documents together. Humanitarian Aid tends towards a shorter term view and can be more challenging to budget for, given the unexpected nature and impact of most natural disasters. Development spending tends to have a longer time horizon in mind. However, the two forms of aid are not mutually exclusive. The Development budget is typically substantially larger.
